No. On its own the extension picks photos from a built-in set. Install Oriel for Windows or Linux and sign in with the same account to make your new tab match your desktop wallpaper.
None unless you sign in. If you do, it uses your Google name and email to link your account, and reads the one document that holds your current wallpaper. It never reads your browsing history, the pages you open or what you type. Details are on the privacy page.
No. It has no background page and does nothing when no new tab is open. The photo is one image that your browser loads and caches.
